MECR are voluntary, non-binding agreements. It prevents the proliferation of weapons of mass destruction (WMD), which include nuclear, radiological, chemical, biological, and other weapons.<\/p>\n\n\n\n<div style=\"height:13px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n><strong>Other multilateral export control regimes are:<\/strong><\/p>\n\n\n\n<div style=\"height:16px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ol class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n>\n<li>Nuclear Supplier Group (NSG), 1975 (Nuclear)<\/li>\n\n\n\n<li>Australia Group, 1985 (Chemical and Biological)<\/li>\n\n\n\n<li>Missile Technology Control Regime (MTCR), 1987 (Missiles)<\/li>\n\n\n\n<li>Zangger Committee, 1971 (Nuclear)<\/li>\n<\/ol>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n><strong>The Wassenaar Arrangement (WA) was<\/strong>\u00a0formally established in 1996. It has 42 members who mostly exchange information on transfers of <strong>conventional weapons<\/strong> and <strong>dual-use goods and technologies. <\/strong>All the P5 of the UNSC are members except China.<\/p>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n>India became its member in 2017 and has become its chairman for one year in 2023. Being a member means India is recognized to have dual-use technology. WA is significant for India because it is a non-signatory to the NPT and is attempting to join the Nuclear Suppliers Group (NSG).<\/p>\n\n\n\n<div style=\"height:13px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n><strong>How does WA work?<\/strong><\/p>\n\n\n\n<div style=\"height:12px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n>Participating states collectively agree on weapons, goods, and technology to be included in the WA munition list and list of dual-use goods and technologies, and then apply national export control to these items on the list. WA participant states meet regularly to exchange information on the risks associated with transfers of arms and dual-use goods and technologies. They discuss best practices, standards, and procedures to minimize such risks. WA works by consensus.<\/p>\n\n\n\n<div style=\"height:16px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n><strong>What are export controls?<\/strong><\/p>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n>Export controls are measures undertaken by governments to ensure that transfers of strategically sensitive items are properly reviewed by requiring an exporter to apply for a license prior to export. Licensing factors taken into account are<\/p>\n\n\n\n<ul class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n>\n<li>policies of the destination country<\/li>\n\n\n\n<li>the security situation in the region<\/li>\n\n\n\n<li>creditionals of the end user<\/li>\n\n\n\n<li>specified end use<\/li>\n<\/ul>\n\n\n\n<div style=\"height:14px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n><strong>What goods and technologies are subject to control?&nbsp;<\/strong><\/p>\n\n\n\n<div style=\"height:11px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18.5px; text-align: justify;\"\n>The aim is also to prevent the acquisition of the items by terrorists.
