{"id":8897,"date":"2022-04-10T13:12:00","date_gmt":"2022-04-10T07:42:00","guid":{"rendered":"https:\/\/polscienceweb.com\/?p=8897"},"modified":"2022-05-26T19:38:29","modified_gmt":"2022-05-26T14:08:29","slug":"united-nations-human-rights-council-unhrc","status":"publish","type":"post","link":"https:\/\/polscienceweb.com\/index.php\/united-nations-human-rights-council-unhrc\/","title":{"rendered":"United Nations Human Rights Council (UNHRC)"},"content":{"rendered":"\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">On March 15, 2006, the General Assembly formed the UNHRC by passing a resolution to replace the former UN Commission on Human Rights, which had been strongly criticised for admitting nations with poor human rights records.&nbsp;<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">Headquartered in Geneva, Switzerland.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">The Council is composed of&nbsp;<strong>47<\/strong>&nbsp;<strong>UN Member States<\/strong>&nbsp;who are elected by majority vote through a direct and secret ballot at the UNGA.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">Each seat has a&nbsp;<strong>three-year tenure<\/strong>, and no member may serve more than&nbsp;<strong>two consecutive terms.<\/strong><\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">The General Assembly has the authority to suspend the rights and privileges of any Council member it determines has committed repeated and systematic abuses of human rights during its term of membership.&nbsp;<strong>The suspension process requires a two-thirds majority vote by the UNGA.<\/strong><\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">The UNHRC passes&nbsp;<strong>non-binding decisions on human rights issues<\/strong>&nbsp;through the Universal Periodic Review, which is conducted on a regular basis by all 193 UN member states.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">The human rights record of the states such as Saudi Arabia, China, and Russia has also not been in line with the aims and mission of the UNHRC, which has led to critics questioning its relevance.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">The Council&#8217;s membership is based on a fair geographical distribution. African and Asia-Pacific states have<strong>&nbsp;thirteen seats each<\/strong>, Latin American and Caribbean states have&nbsp;<strong>eight<\/strong>&nbsp;<strong>seats<\/strong>, Western European and other states&nbsp;<strong>have seven seats<\/strong>, and Eastern European states&nbsp;<strong>have six seats<\/strong>.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">The Council is governed by a five-member Bureau, which includes a president and four vice presidents, each representing one of the five regional groupings.<\/p><\/blockquote>\n\n\n\n<div style=\"height:21px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Present Context&nbsp;<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-verse\" style=\"font-size: 18px; text-align: justify;\">UNGA adopted a resolution suspending Russia from the UNHRC over its war in Ukraine. The UNGA may suspend a member&#8217;s membership rights by two-thirds of the members present and voting. Before Russia, Libya was the last member to be suspended in 2011.
